Wilson Mesa Metro Homeowner Association The Wilson Mesa at Telluride Metropolitan District is the governmental entity responsible for delivering potable water to the residents of Wilson Mesa Ranch. It was created by court decree on October 11, 1974, upon the application by residents for the formation of a special district to handle water matters.

The affairs of the District are managed by a Board of Directors consisting of five members. The Directors are elected in May of each year, and serve two years, with terms of office staggered to provide overlap. Members of the Board and their electors must own property on Wilson Mesa Ranch and be registered to vote in Colorado. The affairs of the District are managed in accordance with the Colorado Revised Statutes.

The physical plant managed by the District consists of a filtered intake on Elk Creek at an elevation of approximately 11,000 feet, about 14 miles of pipeline, a treatment plant at the top of Woods Road, a 135,000 gallon storage tank on Woods Road, and numerous control and monitoring devices. The treatment plant filters to 1-micron (for giardia), and injects chlorine into the system.

The District is supported financially by a mill levy tax and a use fee charged to water uses. Tax revenues are billed and collected by San Miguel County.
